Harlandale was sued by Jasmine Engineering, in 2018 soon after the school board abruptly terminated the firm’s contract to oversee building jobs. Founder Jasmine Azima claims she offered early on to settle the dispute in mediation but the college board, former superintendent Rey Madrigal, and legal professionals for the district refused.

“It’s because of the weak administration of the school board and the very poor lawful advice they obtained from Sanchez Wilson that we bought to this issue,” said Colin Strother, spokesman for Jasmine Engineering.

The district fought the scenario all the way to the Texas Supreme Court and misplaced. Jasmine claims it was only soon after the Texas Instruction Company set up a conservator to supervise the board that the district agreed to settle the scenario.

Critics of the university board say the legal fees just add to the sting of the settlement.

“It feels initially of all a betrayal to the citizens but in particular the little ones of the district,” claimed Gina Castaneda, a repeated critic of the board whose problems led the TEA to investigate Harlandale.

Harlandale ISD and the TEA both equally reported they have no comment and declined News 4’s request to job interview trustees and Conservator Dr. Judy Castleberry. TEA termed the matter a “local issue” and the district referred us to its previous statement, which stated it believes the settlement was in the greatest fascination of the district.
